Zanzibar Ports Corporation (ZPC) – Port Safety Guidelines

To ensure a safe and healthy working environment within the port, all users of ZPC facilities are expected to demonstrate a high level of discipline. The following safety rules and practices must be strictly observed:

Safety Signage

All port users must adhere to the safety signs placed at various locations within ZPC port areas. Ignoring these signs may result in accidents and will be subject to ZPC disciplinary procedures.

Driving Within the Port

Drivers must follow the ZPC Safety and Health Policy. The speed limit inside the port area is strictly 20 km/h. Due to ongoing industrial activities and the presence of heavy machinery, overspeeding is dangerous and strictly prohibited.

Parking Regulations

Parking on railway tracks is strictly forbidden and may endanger both life and property. Additionally, avoid blocking any internal roads to ensure unimpeded access for emergency response vehicles, especially fire engines.

Use of Personal Protective Equipment (PPE)

All workers involved in cargo handling must be trained on safe operational practices. PPE—such as high-visibility vests, safety boots, helmets, and other protective gear—must be worn at all times while on duty. Failure to comply with PPE requirements violates ZPC safety rules and will result in disciplinary action.

Fire Safety and Extinguishing Measures

Only use the appropriate types of fire extinguishers in the event of a fire: Dry Chemical Powder, Carbon Dioxide (CO₂), or Foam. Firefighting equipment must be placed at all refueling sites for immediate use. The ZPC Fire Safety and Environment Unit will deploy standby firefighting personnel during such operations.

Emergency Communication During Fire

If you detect a fire within any port zone, first attempt to control it using the nearest firefighting equipment. If the fire escalates, do not attempt to extinguish it alone. Immediately contact the Fire Station at ZPC Emergency Line, notify your supervisor or security via radio, and loudly announce “Fire! Fire! Fire!” to warn others and initiate evacuation.

Fueling and Vehicle Safety Procedures

Any refueling operations must be reported in advance to the Port Manager and the ZPC Fire Safety & Environmental Department. Include the estimated quantity of fuel in your operational plan. Refueling must take place in open, well-ventilated areas using appropriate equipment like fuel nozzles. Prevent any fuel spillage; if spillage occurs, clean it immediately. Neglecting this duty will result in penalties under ZPC safety policies. Use only designated fuel containers based on the type of fuel (diesel or petrol). Do not mix fuel types in a single container, as this can damage vehicle fuel systems and lead to safety violations, penalties, and liability for damages. During refueling:
  1.      - Switch off the vehicle’s engine.
  2.      - Turn off all mobile phones.
  3.      - Smoking is strictly prohibited.
  4.      - Keep refueling vehicles separated from other vehicles and ignition sources (e.g., batteries).
In the event of a vehicle fire, do not drive into crowded areas or parking yards. This helps prevent the fire from spreading to other vehicles or property.
